Who's opinions has she sought? Why does she need so much time?

Dr. Helena Jaczek (Liberal) is the Ontario Minister of Community and Social Services. Her Ministry discriminates against illegitimate children though a complex web of laws designed to appropriate child support awards to pay for social welfare costs. She has asked for time (over a year) to "consult" about how to "solve the problem". The government has had enough time (!) and has BC to look to for advice. So perhaps the Minister just doesn't understand the problem? Because maybe the problem is her and her attitudes toward child support payors and the rights of illegitimate children to benefit from child support awards :

Know that "Single mother, single-parent, lone-parent" is code for "illegitimate child". Why do we need to speak in code? Well no-one wants to label a child illegitimate (because that is considered to be an insulting, dehumanizing slur). I hate to be insulting and dehumanizing, however in my application to The Human Rights Tribunal I intend to fully reclaim the word illegitimate (and this is not without some regret).  I refuse to allow the legal status of illegitimate kids to be erased through code words, and they can find no voice through association with the negative stereotypes attached to "single-parent" or "single mother" or even "parent" or "mother". They are never mentioned in isolation when social assistance is mentioned. That's going to change. 


Hon. Helena Jaczek: We know that children in single-parent families are disproportionately and more profoundly affected by poverty. As part of our government’s commitment to combatting child poverty, as outlined in our 2016 budget, my ministry will be ending the full clawback of child support for social assistant recipients. Currently, families receiving child support have their social assistance benefit reduced by the full amount of child support they receive. This means that families on social assistance are no better off when they receive child support, and the parent responsible for making payments may feel little incentive to pay.

We would like to see a full exemption of child support for social assistance recipients, but it is important that we get the opinions we need on how best to solve the problem here in Ontario. What we know is that families who receive child support will see a positive change by this time next year.

(Note that she says the FRO *NEVER CLOSES A FILE*. Appalling. The government wants to extract monies from child support payments FOREVER. Also, the Minister implies that parents who don't use FRO don't have Family Court Orders for child support. Not true! I'm a living example of that. (However, welfare recipients aren't allowed to withdraw their  family court order from FRO as I did. ))
