3. Her assignment was merely one of the preconditions attached to her enjoyment of these rights.

I have posted many decisions to this blog. I need to review them again. In particular, I need something to back up the idea that though gov't doesn't have to provide welfare, if it does, what are its institutional obligations toward children in this?
Legal work is daunting. I need to stay grounded in what I know best. That way, it will all make sense.
